Special Containment Procedures: Containment of SCP-XXX23 is currently unfeasible. Access or Ways to its reality are unavailable to the Foundation currently, and it is unknown whether the entity or entities that make-up SCP-XXX23 are even capable of entering baseline reality in a form we can influence or detect. As such, containment of SCP-XXX23 should focus on the location and monitoring of SCP-XXX23-A and SCP-XXX23-B instances.
SCP-XXX23-A instances cannot be contained, as they dematerialize after being removed from their SCP-XXX23-B instance for more than 5 minutes. As they are capable of materializing SCP-XXX23-A instances at will, containment of SCP-XXX23-B instances is impractical. Instead, a diplomatic approach must be prioritized, getting SCP-XXX23-B instances on board with the Veil Protocol. So far this approach has been successful in all cases; secrecy sufficient for the Veil Protocol seems to also be a directive from SCP-XXX23.
Currently, most instances seem to regard agents of both the Foundation and the GOC as in much the same way as the fringe anomalous criminal underground, as poorly understood law enforcement of strict anti-anomaly laws, and do their best to avoid violating the Veil even when they are otherwise unfamiliar with the concept. When dealing with instances, personnel are to follow standard Founders Protocol.
If possible, one or more instances of SCP-XXX23-B should be recruited by the Foundation and given opportunity and means to pursue their goals to create the opportunity to study SCP-XXX23-A and SCP-XXX23. As Foundation goals seem to be largely compatible with those of SCP-XXX23 and SCP-XXX23-B (the neutralization of unneeded instances of a number of Keter-class, high threat SCPs), recruitment is considered the most feasible containment procedure currently available to the Foundation, despite the potential problems with divided loyalty between The Foundation and SCP-XXX23. SCP-XXX23-B instances would also make excellent assets for MTF-Alpha-9 (“Last Hope”). 
Description: SCP-XXX23 is an entity or group of entities of unknown appearance that seem to operate out of an extradimensional space that is possibly a land of the dead and possibly an astral plane. These entities are reported to recruit human “agents,” hereafter known as SCP-XXX23-B, by granting them a “Service Weapon,” hereafter known as SCP-XXX23-A, capable of transforming into a variety of different types of weapons, including heavy-caliber assault pistols, multi-barrel auto-fire capable machine pistols, grenade launcher pistols, high energy particle beam pistols, and swords, among other theorized forms. According to the testimony of SCP-XXX23-B, SCP-XXX23 does not seem to be composed of humans or humanoid lifeforms, but no interviewees claim to have seen SCP-XXX23. 
SCP-XXX23-B instances are frequently also instances of SCP-XXX11-A; research into why this is and the relationship between SCP-XXX11 and SCP-XXX23 is ongoing. While a thaumatological analysis of SCP-XXX11-A instances indicates that, in theory, they have the ability to bond with EVE-loci, those that The Foundation has observed to do so have so far all been SCP-XXX23-B instances and have done so on the behalf of SCP-XXX23. This seems to grant SCP-XXX23 a limited control over these EVE-loci, most importantly preventing them from being taken control by extradimensional human-hostile forces and entities, most notably SCP-XXX13, SCP-XXX39, and the Sarkic collection of GOIs. 
SCP-XXX23-B primarily operates in loose cells with a home base at an EVE-locus, usually in a portion of the undercity (SCP-XXX99) of the metropolis.

The Board is inspired by and based upon the entities of the same name from the video game Control, which is a fun game with a really interesting storyline that feels a little like an SCP Foundation pastiche with the serial numbers filed off.
